Little Horsted – New Electricity Substations

East Hoathly with Halland Parish Council

Little Horsted – New Electricity Substations

What is it?

National Grid have informed us that this project involves the development of a new electricity supply point near Little Horsted, at the junction of Eastbourne Road with the A22 (Crockstead). This is essential to allow UK Power Networks to connect to National Grid network, enabling them to improve the electricity supply to the surrounding area and meet increased demand.

The new connection will involve building two new electricity substations (one for National Grid and one for UK Power Network) and two new pylons, along with the dismantling of one existing pylon.

Why is it being done?

The development will provide the connection for UK Power Networks, who need to upgrade their electricity network to meet future growth in electricity demand and to replace UK Power networks overhead lines, which are due for renewal, along an 18km route between Ringmer and Polegate.

Establishing a new grid supply point near Little Horsted, connected to UK Power Networks’ Lewes substation via new underground electricity cables, will maintain the future reliability of the network and means that UK Power Networks can remove 72 pylons between in the Ringmer area of East Sussex, including 10 in the South Downs National Park.

Under the Electricity Act, National Grid has a licence obligation to connect customers like UK Power Networks to its high voltage network in order to ensure a safe and secure network and to meet local demand.

What happens next?

Wealden District Council have given planning permission for the development and work will start in February 2024. The Parish Council has been supportive. Parishioners should note that :-

  1. a) No financial benefits accrue to the Parish from this development.
  2. b) The primary purpose is to improve the connection to the UKPN Lewes substation. The PC is well aware of concerns with the integrity of the electricity supply in the Parish, but enquiries to date have yielded no further information as to the nature or timetable of potential benefits related to supply security in this specific area.

The Parish Council is meeting with the Little Horsted Project Team in January 2024, along with Framfield and Little Horsted Parish Councils as all border the project.  We understand that there is a plan to send out start of works letters to neighbours and other residential properties near the site towards the end of January, and keep us, as a Parish Council, updated as the project progresses through a website, letter and a freephone helpline. If you have any questions or concerns that you wish us to express on your behalf, please let our Clerk know.

Three further developments being proposed

The Parish Council has been made aware of three further developments being proposed for East Hoathly. Planning applications are going to be submitted shortly by Parker Dann on behalf of Hesmonds Stud/Swansea Enterprises.

The applications are as follows:

A full application for, we understand, 20-24 properties on the field known as Circle of Oaks (off South Street opposite Moat Wood). It is expected this application will be submitted before the end of October;

In addition, an outline application for 2 developments, one of Harrisons Field (next to the Garden Plots) and the second on land behind Circle of Oaks extending onto Tourles Farm. Access to the Tourles Farm development will be through Circle of Oaks. It is intended that this application will be submitted by the end of the year.

The total number of properties proposed is c255.

We are given to understand the outline planning application will include a new primary school building with playing field (school to be provided by ESCC with Parker Dann/Hesmonds just providing the land), and an option for the Parish Council to take on a large public green space to the east of the village extending towards Ailies Lane which will be donated to the Parish should the option be taken up.

The Parish Council will be able to comment further once applications have been submitted and parishioners will be provided with a full opportunity to comment in the Planning Committee meeting that will be held once the applications are submitted.

IMPORTANT ROADWORKS INFORMATION                                            18 December 2023

Church Marks Lane, East Hoathly

Dear Resident / Business owner,

Balfour Beatty is working in partnership with East Sussex County Council to manage the highways service across East Sussex. As part of this, we will be carrying out footway repairs in Church Marks Lane, East Hoathly.

These works are being carried out as phase 1 of planned works and the team will be returning later in 2024 to complete additional works. Further information will be provided to residents once available.

When do they start?

Work will be carried between Tuesday 2 January and Friday 16 February. We will inform you of any changes to the dates or times via advanced warning signs on site.

What are we doing?

These works involve resurfacing the footways from High Street, to the end of Church Marks Lane.

How will this impact highway users?

The road will remain open with minimal obstruction between 8am and 4pm.

Information for residents and businesses

Parking: We will put out ‘no parking’ signs and cones on the site to advise where parking is restricted. Please avoid parking in these locations as it will delay our works.

Weather: All of these works are subject to favourable weather conditions, for example heavy rain may affect the progress of the works.

Properties close to the carriageway may experience a temporary disturbance as this can be a noisy process and those properties may experience flashing lights and reversing sirens.

We would like to take this opportunity to apologise in advance for any inconvenience or disruption this work may cause, however this forms part of our continuing improvement for the East Sussex highway network.

Moat Wood improvements

Work is commencing early in September by the owners of the woodland known as ‘Pine Plantation’ (between ‘Bluebell Wood’ and the moat) which will result in the return, over time,  of the native tree species as a proportion of the non-native firs are being removed.
